Section 14
Power of court to hear appeal and examine seeker
(1) In accordance with this Act or prevailing law, the court hearing the appeal and the court examining the applicant shall have the following powers:
(a) Upholding or partially or wholly annulling the decision of a subordinate court, agency or officer,
(b) To make judgments or final orders which may be made by subordinate courts, bodies or authorities,
(c) If the subordinate court, body or authority failed to understand the evidence related to the question to be judged in the case, to understand it himself or to keep the case and send the evidence to the lower court, body or authority to understand it,
(d) If the subordinate court, agency or officer has decided on some of the questions to be decided in the case and has not decided on some of them, he should decide on the remaining questions at a reasonable time and send the case to the relevant court, agency or officer.
(2) Notwithstanding anything written in Clause (d) of sub-section (1), the District Court and the High Court may enter into and decide on the issues that have been left to be decided by the subordinate courts, agencies or authorities.
